Hi ,
We are facing an issue while creating dispute for frieght order. It is happening for one user/partner and working fine for other user.
The error is "Error in create dispute for frieght order. Contact your system administrator".
When we have debugged , the execption is raised since the dispute case key was not generated.
But when we checked for the reason why it is not getting populated , we are struck there.
There is a check while creation of case key , MT_CHANGE is not initial. But this condition is getting failed. This parameter is an attribute of /BOBF/CL_FRW_CHANGE. Since this is an global attribute we are not able to identify the root cause of it.
Please help us here.

If I am not mistaken, there is already a ticket open for this, right? So you should check the progress there.
If not, please open an incident, so that the colleagues can check the issue in your system.
