Can the settlement percentage in distribution rule of wbs element go out to the ten-thousand decimal place. |

Yet another idea is by trying to use Equivalence numbers instead of %.
For example 99 and 1 is equal to 99% and 1%, if you need 0.0002% as 1 calculate the other number and if that fits into respective data type.

I think you need a tool that is different from settlement. Number of decimals is a technical attribute for all the variables of the same data type used in the code, not really something you can change by configuration. You may want to create your own Z-settlement transaction, like ZCJ88.
Have a look at something like negative interest (if that is possible).
