Budget Exceeding Issue Availability Control not Activated.

Dear Experts,

In one of our client, we are facing so much Budget Exceeding issue. Because PS Budget is Allocating through Investment Management Module. When Budget is posted through IM Module to PS WBS Element Availability Control not Activate; Because Budget AVAC Activation is on Release Transaction CJ32.

This is SAP Standard Behavior, why and in which condition Budget Availability Control is not Activated, explained in SAP Note 1424698.

I have also tried to implement SAP Note 599813 for alternate solution for Availability Control Activation without Budget. But I am getting two following issues;

1.       AVAC is only activated when WBS system status is Budgeted, AVAC is not activated on System status created.

2.       When WBS System Budgeted even then AVAC is not activated; first I need to open Project and change anything Project in CJ20N Transaction and save, then project WBS system status change into AVAC. Actually, In SAP Note 599813 program “RBPFCPN1” is working in background, which only works if WBS system status is budgeted as my ABAP Consultant explained.

Have anyone implemented this SAP Note please guide us, where we are doing mistake. Do we need to change/modify this SAP Standard Program “RBPFCPN1”?

Please also suggest any alternate solution for Auto Availability Control Activation of Projects.

Hi Muhammad,

Through the help of user status do not allow WBS Release prior to the Budget Release.

You can find the config details in one of my articles posted here.

That will not prevent commitments, since in standard SAP you can do account assignment to non-Released WBS-elements, but exactly the same technique of user status can get it fixed also.

Hi Paulo,

Thank you for reply, I read your article, it is very helpful for me. Can we change User Status "NOBU" in Display mode only, I mean Business User do not authorize to unchecked tick mark from User Status "NOBU" otherwise Release lock will braked.

I know the alternate Solution that we can create Authorization Key and maintain against User Status "NOBU" and assign Authorization Object B_USERSTAT in Business User Role. But it will increase the work to Maintain Authorization Object in All Users.

Actually I have not tested an option of removing the initial NOBU status manually, because it is automatically removed on upon saving in CJ32.

Maybe you can test both options, user status with a status number and without a status number where there is something else following NOBU...

As you mentioned a custom authorization is always an option, where nobody has it, because system should remove it based on CJ32.  Once again this is something to prototype and test.
