Hi Experts,
When trying to create user in plugin system through GRC ARM, user is not getting created and the error that we see is "User does not exist in target system".
From SLG1 logs also I see the same message "User XXX does not exist"
Please see below "Maintain global provisioning settings"
I have tested the same from GRC QA system to plugin QA system and it worked absolutely fine without any errors.
Please help.

We have created templates for different kinds of requests. For creation of user EUP is 901
Please see below screen shot for 901.
EUP 901 is associated with request type 24.
The actions for req type 24 are already shared in my previous post. I hope I have shared shared the required information. Please let me know if you are looking for something else. Thanks for your help.

The request type 24 in your case looks more for Unlock type looking at the actions mapped.
If this custom request type is used for creating users then map the actions correctly by removing Change & Unlock User and add "Create User" along with Assign object and User defaults.

Thanks for sharing. I request you to check in your free time by modifying the actions in your QA system same as the req 24 which I shared, and try creating a new user who does not exist in plugin system.
It actually worked for me. Really confused.
Please find below screen shot of change log for user.
firstly, user does not exist in plug in system. Got created through GRC request today. After discussion, I double checked by deleting the user and again created through GRC request with same req type.

Issue is due to password given by user in the request does not match the security policy of plug in system.
