Which user was used installing the Oracle Software? Either 'oracle' or 'ora<SID>' must be used...
Which user did the SWPM installation? Only 'root' is permitted....
Usually no explicit environment variables have to be set after having installed the Oracle software...the DB owner is created through SWPM before the step "DB SW INSTALLATION" and usually will be equipped with all needed rights and the correct environment...
What were your exact steps and in which order did you execute these steps?

So Permission issue ultimately, Huh? Thought so. Could you check whether login/connect through ORASID happening or not? So here my guess TNS Listener would also not work as same is issue with TNS_ADMIN matter.

Hi,
For this case, please refer to SAP note 583861. It should help.

Hello,
This could possibly be related to the umask that was set when the Oracle installation was done as well as the groups that the oracle user belongs to.
Please show the permissions of the oracle home directory as well as the permissions of the file named oracle found under ORACLE_HOME/bin.
