How can I block users from deleting the SO line item before the PO line item?

Dear gurus,

My client would like to know if it is possible to prevent users from deleting the sales order line item in CRM before the purchase order line item has been deleted in ECC. At this moment it happens that the sales order line is deleted, while the purchase order is still active.

Is it possible to control this and if so, how?
