Maybe it will be easier for forum members to help you if you had posted some screenshots demonstrating your problem and if you had specified your exact on-premise version.
There is a dedicated forum space for S/4 HANA , where you have a higher chance to find people, who faced a similar problem.
I hope that you have already searched for SAP notes for your version.
In the S/4 HANA system on premise, where I checked, cash sales process is working just fine with one-time customers, unfortunately I have no idea what kind of problem you are experiencing.
