The downloads are not public, but there is no extra cost of SAP GUI downloads.
You can request a user at http://service.sap.com/request-user or there should be a process in your organisation to get new SAP SW by some admins, you could ask to do download this for you.

What version of SAP GUI for Java and which Java runtime are you using?
(does this happen also with SAP GUI for Java 7.40 rev 8 and Java 8 update 102?)
It would be best to create a support message on component BC-FES-JAV with the information above.

SAP GUI for Java 7.40 rev 2 is quite old and many bug fixes have been done since then. So first you should try with SAP GUI for Java 7.40 rev 8.
In case the issue still happens, we would like to make this work.
Unfortunately we do have little knowledge of special business applications and how to use them. So, in order to be able to look into the issue, we need the name of the transaction or the menu path of the call, all activities (selection from the menu, choosing pushbuttons or function keys, and so on) and entered text in a support message. We also might require remote login into your system in case we can not reproduce it in some test system.
