Transit Discharge process via EDI

Hi,

We are implementing GTS bonded warehouse for Spain with the new localization developed by SAP and we are struggling in understanding how the discharge process will work for imports.

Our customs broker will open the transit in the customs system and will generate the T1 form. Based on the T1 form our receiving department will enter the MRN number on the inbound delivery in SAP and that will create the transit in GTS. Next step is that we issue the arrival notification message to Spanish customs via EDI. Until here the process seems clear. Next step would be to receive back a unloading permission  from customs. As we are not able to test this message with Spanish customs, is there any one who could explain, what this unloading permission exactly means? Does it contain any detailed information regarding the transit that is updated in our GTS system (our transit in GTS only contains header information)? Can any one provide a detailed description of the layout of this EDI message?

Thanks for your replies.

It seems that customs is trying to send us back an AVI message as response. Does this sound familiar? Is this the same as the IE43?Below an example:

Hi Ed,

No, that is not an IE43 message.  In the IE43, you would expect to see one or more items.  Those show up as CST segments (together with MEA, PAC, PCI).  Also, 'DT' (Declarant) is not a usual partner in the NCTS messages.

Did Customs send that as a response to your IE07 "Arrival Notification", or to some other message?

By the way, can't you simply ask the Spanish Customs guys about this?

Hi Ed,

Just to add a little to Dhilipan's perfectly correct response...

The Unloading Permission represents the Customs Authority giving you permission to unload the vehicle (on occasions, they may withhold the permission until they arrive to inspect the packages).

Electronically, the IE43 message contains all of the details supplied by the agent (in his IE15 message), so one or more items then appear in the GTS Transit Document.

You need to confirm "conformance" (or note any discrepancies) and send the IE44 Unloading Report back to the Customs Authority.  By return, the Authority then releases the goods, giving you permission to place them under a Customs Procedure (on occasions they may withhold the permission until they arrive to inspect the goods).

Electronically, the IE25 message closes the GTS Document and completes the Transit Closure process.  A corresponding IE45 message is sent to the agent, confirming the closure and releasing his security guarantee.

The message contents are available on the Europa web-site.  I don't have the URL to hand, but you should be able to find the details in the "Taxation and Customs" area, under "Transit".

Ed,

That's correct, On the Unloading permission you will receive all the line items submitted  by the agent.

Upon receiving the unloading permission you will continue with the further activities. Once Done, you will have do the conformity check (IE44) - here you will have to indicate into which warehouse the goods are putin - BWH/FCR also you will have to report back the discrepancies if you find any.

Once you do the conformity check you will receive the Release message - IE25. Thanks.

Hi Ed,

I am not sure about the Spanish process specifically. But in general for other EU countries, unloading permission will include the number of packages registered in the customs system by the customs broker while the transit was opened.

And you are responsible to confirm if the same number of packages were received and closing the transit procedure opened by your customs broker. Should be the same case for Spain as well expect for some areas there is something called CUB document.
