If you are using 64-bit PD, then you need 64-bit drivers or 32-bit drivers for 32-bit PD.
Windows 10 seems to expose 32-bit drivers and DSN's in the 64-bit ODBC Admin console and vice-versa, but you still need the correct bit-ness of driver to match PD.

Due to security in Windows (10 in my case) I have found I have to create DSNs (especially System DSNs) by running the ODBC Administrator interfaces (both 32 and 64-bit) as 'Administrator' (e.g. Right Mouse Click on the shortcut and 'Run as Administrator).
Even running the ODBC Administrator as a use with admin privileges doesn't fix this. You must run the interface as administrator.
