I am trying to upgrade my SMP server from sp 11 to sp11 v2, but I'm getting the following error message:
Installed dectected that the existing installatino is no a GA version. UPgrade can only be run from a GA version. Version detected 130.11.0.1
Any suggestions are appreciated.

From the ticket:
It turns out there is a bug in the installer. The workaround is to rename the sapjvm_7 directory found in ...SAP\MobilePlatform3 . For example, I renamed the file orig_sapjvm_7. After doing that I reran the installer and it went forward.

Can you share the install logs snapshot from the directory
<Directory>\SAP\MobilePlatform3\InstallLogs.
Also did you try to run the installer as an administrator,

I can confirm on that part. No SMP3ServerInstaller is there, well, PL01 of SP11 is for MBO runtime.
Coming to your upgrade from SP11 to SP11 PL02,
Is it on Linux/Windows machine?
Which is SMP3 Database? Oracle/SQLA/.... ?
Look into SMPInstall file C:\SAP\MobilePlatform3\InstallLogs for more info. What do you find there?
We are facing some issues on upgrade process but i will give more info once you share what i have asked above.
