Visibility Filters not working when assigned to specific user in IBP 4.2.5

Hi Experts,

The customer is on IBP 4.2.5 and here is how I created the visibility filter.

Step 1: Created a visibility filter on Sales Representative ID equal to 7691

Step 2: In the user management section, assigned the above visibility filter to a specific user Bill who is a sales representative

Bill should be able to see the KF's data only for his ID 7691. But he is able to see the data of all other sales representatives.

Sales Representative ID is one of the attribute in the planning level of the KF that is used to view the data.

Please help me understand as to what am I missing here?
