Can we have different authorization concept on the Derivation rules e.g. that some rules can be allowed to be maintained by Officers (Auth grp 1) and some can by Senior Officers (Auth grp 2).
If it will not fit to your requirements then as an option you can create user exits which will read Z* tables, and give users auth. for maintaining only certain tables
