Hi ,
I have simple change master which I want to lock for any changes after release key is set. I know lock is there is ECM, but for simple change master, i would like to know how we can achieve this through standard or through exit.

Why can't you try SHD0 - Screen variant and transaction variant.
If not then try authorization object which helps you to non editable of master data for few users based on roles and authorization provided.

Requirement is different . Lock the object for edit after approvals. SHDO will not work her

Yes I was having doubt for SHD0 in your requirement. That is what I gave you another option of authorisation object.
Did u checked authorization Object?
After release key? Is release key editable any time by any user?
Best option is authorisation object configuration with the involvement of your basis team.
