Using Queuing Decision for First Article Inspection

Hello experts,

I am trying to use the queue decision option on the last operation before the first article inspection and the normal next operation.

However, after I start the SFC(total quantity 200) with quantity 1 at the inspection operation, I found the system automatically moved all the other quantities in queue in the inspection operation rather than kept all the other 199 not in queue in any operation.

Is this the way it design or I have missed some configuration?

I want to corrected some of my statement.  I found that after I finished the last operation and there are 200 in queue on both the inspection operation and the next operation.  So what I am expecting after started the number of 1 at the inspection operation is that have 199 in queue on both inpection and next operation.
