Please check the following notes:

937697 - Usage of SAP NetWeaver BI Diagnostics & Support Desk Tool

The BI Diagnostics & Support Desk Tool on the Java Enterprise Portal (in this case BI Portal) is a really useful tool if you want to configure the BEx Broadcaster from BW to the BI Portal, I used a couple of times and it could be defined almost as a wizard with the steps you need to follow. Also on the ABAP system check the transaction RSPOR_CUST01 since it is used for configuring the integration between the ABAP and Java system.
