As a starting point make sure the Linux firewall is down. You can check the status as follows:
SLES: rcSuSEfirewall2 status
RHEL: service iptables status

Please check if the hostname/IP and port 31015 can be accessed from your Windows PC? Any firewall role blocking or DNS missing?
