SAP HANA - can only develop read-only Stored procs ?

I found this thread which answers my question how to allow write stored procedures.

however, is this setting just set by default as to not allowing write stored procedures? seems odd. or maybe is this only for recent versions of SAP HANA?  I am seeing this issue on an on-premise system SP11 and also on HCP trial account.

does any one know the url to the documentation of the ini file settings?

This is SAP note, so you need to access with S-User ID .
