What are you actually trying to do? Are you installing a new SAP Host Agent? Your SolMan system should already have a SAP Host Agent. If it does not meet the minimum requirements for SUM, then you just need to upgrade it.

Based on your first message you say, "While I start the HOST Agent with sidadm user its getting issue"
First, I assume you are not starting rather installing.
So are you using SIDADM as an admin user to install.
Can you use other user for eg, your account or some one with admin rights to perform this activity.
Also did you create sapadm manually before the install. If yes, Can you delete the SAPADM account and let install create it.
Another way is to use SWPM to install hostagent. Follow below link.

I have to upgrade the solution manager 7.1 initial sp level to sp14, so that starting the hostagent for sum tool.
Both users sidam and sapadm have admin rights, also tried with Administrator user getting same issue.
I didn't create user of sapadm, its existed with sap installation.

Did you check if the SAP environment variables are set for the user sapadm? i.e. if you type "SET" in a CMD, could you find the variable SAPSYSTEMNAME?

F: drive is network shared drive ??
If yes give it a try with local drive.
Can you compare the Groups of user SAPSERVER\sapadm with some other system which is running on windows.
Any clue from windows event viewer from security and application tab.
Can you give it a try with latest version of sap hostagent.

F drive is local hdd partition and compare the sapadm account member of also nothing running with sapadm user in domain or local systems.
I have checked the event viewer also, there is no information about this issue.
Tried with latest Host Agent - SAPHOSTAGENT15_15-20009417

Can you try login with local administrator user and then perform the activity.
Also give it a try with SWPM for installation of host agent.
