There is a dedicated wiki for WilyEMUpgrade as below..have you checked the same

IntroscopeEMUpgrade - Technical Operations - SCN Wiki

it provide steps below to SP12 and higher.

kindly check and revert with error if any.

Hi,

What is the version of solman you are using , please also check the LM-Service level as there is a dependency

1. Solution Manager 7.1 supports Introscope Enterprise Manager release 9.5 and higher starting with package LM-Service 7.10 SP12 only.
