What are the options if one wants to release DP forecast to R/3? Is there some standard functionality /methods available if we want to release Forecast data to R/3 location-wise (i.e. can we filter the release based on location)?

you can release DP data to R3 through transaction /SAPAPO/MC8U - Maintain Transfer Profiles
You can restrict the release by using a planning book and specific selection profiles
The process is
Create Transfer Profile /SAPAPO/MC8U
Create an activity /SAPAPO/MC8T
Create a Job /SAPAPO/MC8D and attach the activity to it
Schedule the job
