Thanks a lot everyone for your effort in resolving this issue.
Finally the issue got resolved with below settings made in browser.
In windows search for Regedit and follow the path: HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\FeatureControl
Create the following folder : FEATURE_FORCE_NATURAL_TEXT_METRICS
Right Click on the folder then “New” then “Key”
Into this new file FEATURE_FORCE_NATURAL_TEXT_METRICS; Click on the empty part
Choose Value “DWORD 32Bits”
Change the new Item to iexplore.exe and Save
After this operation, close completely your Internet Explorer 11 and retry.
The same steps are followed in all users machines and worked well.

Hello, May be you can check user access what access are missing from user who is getting the error. Or may be you can create a test id in quality system with the user id who is getting the error and then try to execute by yourself.

The issue is ongoing from past one month. I have suggested to clear all browsing history temporary file, checked for any shockwave objects as add ons, unchecked the option "do not save encrypted pages to link etc."
Still no luck. One more point to be observed it only few users are facing this issue on IE11. Other IE11 users are able to access without any issues.
