In EWM there are the following concepts to control the quality of a batch - including the expiry date:
The batch status controls whether you can use a batch for your business process. There is a setting on warehouse process type and on the delivery document and item type level. The differentiation is not so relevant at the end of the shelf life but at the beginning. It allows you to pick stock before the batch is released (for example by QM), but you cannot post GI before it is released. This allows you to use the stock as early as possible. But you can also use it to allow the goods issue just for the scrapping document type and not for the others.
You can use report /SCWM/R_STOCK_TYPE_CHANGE to move the batch to a stock type that is not within you standard stock determination strategy. This excludes the stock from being picked.
You can enter batch selection criteria when you create a sales order or an outbound delivery in ERP. This allows you to have special rules for a customer or an order type. Please keep in mind that from the performance point of view, this is more expensive than the first two options.
