Hi Yaso,
The problem is very simple. You are having a problem with your start profile or instance profile depending on the version of SAP Netweaver.
You need to make your service SAP<SID>_<xx> service to read the start or instance profile accordingly.
Open the services.msc and select the SAP<SID>_xx service , right click and click on properties.
Check the profiles which is getting used by the service. Open the profile and check the values which are responsible for starting the program.

You have to append the below parameters in profile BQA_DVEBMGS00_sapbiqas from BQA_DVEBMGS00_sapbiqas.1
or rename the BQA_DVEBMGS00_sapbiqas to BQA_DVEBMGS00_sapbiqas_backup
and
BQA_DVEBMGS00_sapbiqas.1 to BQA_DVEBMGS00_sapbiqas
Take the restart of the sap services in services.msc and then you will able to see the database and node in MMC.

Hi,
please check if the ORACLE service and TNS listener services are running in your server manager, and check via sqlplus if you can access the database as SIDadm. Most likely just one of the services is not started yet...
