Status 02 'Changes to Be Executed' is a standard delivered CR(Change Request) status. It indicates that changes could be performed in the record at this point of time before approval/activation.
Since you are telling final level approval is done, hope a CR is submitted and the approver clicks Approve button. After that still the CR status is showing as 'Changes to Be Executed'. If so, then first check the Work Flow log for that CR and see if any error in WF step.
Are you using Rule Based Workflow and which Data model, Entity type and CR Type you are dealing with ?
