Once I open a PO in ME23N and go to conditions tab in a line item, NAVS and JEXS show 0 tax amount. Once I go to Invoice tab display taxes and then go back to conditions tab , the NAVS and JEXS conditions are updated

Seems the tax rate has been changed after creating the PO. Refer the KBA: 1927517 - NAVS changes in condition tab after going to the invoice tab which explains the reason and solution.

Yes. the problem resolved
In ME22N, go to invoice tab - taxes window and save the PO. Now, check again in ME23N.
