SO the German sign means "get off your bike and walk"?

That means availability for pedestrians and bikes, both. In some cases one has to get off, the road can be too small and not safe enough. Though I have never seen the sign myself, I know the short ways after the usual "no through road" sign in the city I live.

Definitely a project to warn motorists of centipede crossings.

But it seems they ran out of budget in the design phase already and in the last days before Go-Live a freelancer used signs from a previous project, improvised a bit by combining two close matches and handed it over to a call-center to add the body of the centipede as a part of operations support.

The locals can probably confirm this - just ask them.

I believe that is supposed to represent a longboard (like a skateboard).

I'd say that this is a usual 'pedestrian crossing' sign that has been extended to promote the fine art of hula hopping and also warns of people that try to hula hoop while walking...
