How can we disable the ability to create incidents for our non-administrative users?
Yes it is possible. You need to be in HTML5 mode and the setting is under Adapt|Company settings.

Hi Ron,
I don't believe that is possible. The model is that any user can create an incident, that is reviewed by the customer administrator. If the issue cannot be resolved by the administrator, then he or she forwards the incident to SAP for further support.
