Team by Roles SAP B1

Hello! I have a case. New Project manager have to recruit team on SAP B1 projects. The goals are  deploying, implementation SAP B1 and create add-ons. Team - 4 people. How would you configure team members by roles and which skills every role must have. I hope you understand me. Thanks for your answers
