Internal Order Budget Conditional Tolerance Limit

Hello,

What is the best way to setup a conditional Tolerance Limit in Internal Order budget with the following logic:

1. Absolute Variance of $1,500 if 10% of Budget is less than $1,500

2. Otherwise, maximum variance is 10%

This is not possible in standard Sap. What I feel is eventually every budget will fall below 1500 at some point in time. So what matters is only Rule 1

rule 1 can be set up in Sap
