This issue is resolved.
User Id/Agent Id was not exist in the system.

Hi,
Seems the user ID: 6011663 is not active or does not exists in the system. You may check the same in SU01. System will always check all the agent ID's assigned, while making any changes in the "workflow" configuration. You may either create the user ID: 6011663 and make the settings or remove the agent 6011663 from the above configuration.

1) Please remove the assignment of agent 6011663 from the release group E1 and release code Z1.
2) Assign the new agent 6030862 and save.
3) Then, recreate the old agent 6011663 and check.

please check if that ID 6011663 exists in the system. I think user ID must exists while assignment.
