Hi Alex,
You can use transaction CWBQM for mass maintenance of inspection plan.
while executing use Q_TSK_000000000010 as current work area.

Hi Alex,
there is no way to assigne more than 14 materials via QP02 as well as CWBQM. This issue is more than one time adressed to SAP but there is no reaction...
I would suggest you to use LSMW.
Hi Alex,
Hi Use CWBQM instead of QP02 in LSMW recording. Refer the following steps of recording LSMW.
Start Recording with CWBQM
Give the Work Area Q_TSK_000000000010
Enter Plant
Select Task List Type Q
Enter Group
Enter Group Counter
and Execute
Now Select the line item and follow the menu path Task List >> Material - Task list assignment
Now, Select the line item and click on insert button. This will insert a line item at 1st position.
Now, Enter new material and save.
The recording is completed.
in LSMW fields are as per the below screen shot
Make WORK_AREA and PLNTY as constant values
map the remaining fields.
Maintain the file as per the given field sequence and upload the data.
reward some points please.

Hi Alex,
for your first question:
You must have at least 1 entry for create recording itself. So, Manually assign one.
For your second question related to plant entry
Check my 3rd screenshot, where I have put plant along with Task List Group, Counter and Type. if you put plant in CWBQM initial screen you actually do not need to put the plan. it will pick from the initial screen automatically.
Hope this clarifies.
