I was able to create Sales Order by just giving the Sold-to party and Ship-to party in VA01 without any Material Information.Anyone know why it's like that..I mean what is the Purpose of that...

Purpose depends on the business requirement. may be you are not sure of the material that cmr want to order and you can add the material later
You can control saving/ or nor allowing to save with incompletion log in Std SAP.
