Can you try loading URL prefixes using SMICM tx and then ping your web service again.

Specifies whether the ICM has loaded the prefix table. You can trigger the loading in the ICM monitor by choosingGoto → HTTP Server →Load URL Prefixes. You can view the available URL prefixes in URL Prefix Table
