If all SFCs in den PL are in the same route and so at the same queue (the SFCs are new?), the error doesn't make sense. I would say thats a bug, please open ticket for that. We're facing similiar issues with the API-method findSfcsForShopOrderOnOperation.

I can only see 3 of the SFCs in the last screenshot, which is why I asked. I recommend you open a support incident for this, as it fails for me too in an earlier ME release, but with a different error.
The fact that the replaceable parameter %OPER% in the error message is not replaced is also indicative of a code defect.
