CT04 "entry required" function is not working proplerly

I have created multiple characteristics and inserted them into a Repeated Data Request table inside our PI-Sheet.

For many of the characteristics, I selected the "entry required" tab in CT04, however this does not appear to be working correctly.

I can still complete a line in my PI-Sheet with all of the data missing, even though the "entry required" is selected for multiple characteristics found within that line.

Would anyone have an idea what I can do to correct this? My end goal is for operations to fill in every box and not be allowed to complete the line if there is an empty field.

SAP recommends that you use business function LOG_PP_PMA_PMC.
