Requirement is that to set minium price for condition type and set delivery block if price of order goes below minimum price

Hi Expert,

My requirement is that I have to set minimum price in a condition type and if order value goes minimum price then order should go in delivery block and then authorize person will release delivery block to process further order.

Can you please help me how to achieve this and where is configuration for this.
