Hi,
Are you using any Test system or Live system?
The Tax code with tax rate are created by Finance in FTXP . If it had been de-activated then the condition records will also be removed from A003 table.
Test it by re-creating in FTXP.

In FTXP, you have the option on top "Deactivate line" and if you place the cursor against any value and click this, then that amount would be deactivated. So go to FTXP in change mode, input that tax code and check whether the value against that tax condition type is deactivated.
