I'm trying to create an administrative user who automatically gets all (grant) privileges for new objects, packages, etc.
How can this be done? Is there some kind of special authorization?
As far as I can see, only SYSTEM has access to all objects. However, if I create a new user and assign exactly the same set of roles and privileges to this user, no automatic update is happening.

no you can't just create a 1:1-copy with the normal copy-function.
The SYSTEM user is like 0SAP_ALL or 0BI_ALL, he gets all auths for new objects automatically. The question is, if this behavior can be reproduced somehow. Background is mainly auditing purposes: we need to keep an eye on all objects, especially for users with CREATE privileges.
However, if someone creates new schemas or packages, a "normal" audit-admin will not be able to access these contents.
