Kindly check the environemnt variable DBMS_TYPE and dbms/type at OS and instance profile respectively.
Also paste the trans.log after executing R3trans -d and also paste the log file of SUM
Also let us know the database and Operating system.

I have checked the environmental variable DBMS_TYPE is not there and my os is windows 2012 r2 standard and database type is sybase ASE 15.7.
