If a call between SAP PI and ECC has failed for reason like system shutdown in BPM scenario,how to send an error message to the third-party system indicating that the applicable interface has failed as well as the reason for the failure.

Are you looking for CCBPM or NWBPM?
CCBPM means try using Control step

And in NWBPM you have option to add exceptions which will trigger an other interface in case of any failures.

I am using CCBPM.
By using control step itself will send the error message to Sender system or else do we need to do anything else.
