SCS will not start

Doing a distributed installation of Sol Man. First installed SCS got through the install and it would not start; looks like the messenger will not start. I get the following error:

this is a new install; so there is the SCS and the database; but until I get SCS started I can not start the Central Instance installation.

Hi,

Can you stop all sap process, shutdown oracle, reboot server and restart db and sap processes, let me know if it starts ok after.
