Solution Manager 7.1 WorkCenter Screen Missing Navigation

I am running Solution Manager 7.1 with SPS 13. 

On some workstations, we have the problem shown in the image below.

Does anyone know the solution for this issue?

is  Adobe flash is installed in your desktop?

are you facing the same issue in solman_setup transation?
