Hello Achuda,

Organization levels with regards to SAP roles are organization specific units or values. For example company code,plant, operating concern etc. Yo uneed to fill them once in a role under organiaztional level and they get auto populated in numerous fields in authorization objects with in the role.

You can create them using the report:

PFCG_ORGFIELD_CREATE

Table USORG stored units which can be termed as organizational levels.
