Hello,
Is there a way to use cycle counting without closing all the open TO? I need to find a way to process cycle counts with open transfer orders.

The DCC process is exactly the same as with CC in that:
Please see the attached links for SAP text and DCC flow chart that shows which route the system takes for steps 2&3 depending on whether or not there are open TO's.

No that's the beauty of DCC. You can carry out the inventory check without closing the TO's first. If however a difference is detected, the system will not close off the PI doc and when the TO's have been naturally confirmed as part of the day to day operations, the bin will be blocked and a recount initiated. It is only then when the recount process has been completed, that the bin is again unblocked.
