How to Bypass Picking pending list??

Consider a case in which Inbound Packing and then Binning is required only for Domestic Receipt and Return cases. Rest other case materials are packed physically but user does not want packing activity in system and for these cases after GR, item should be available in Pending binning list directly instead of packing Pending List..

Can we have any solution..

I might not be the only one unable to understand the question (odd formatting makes it very difficult to follow the text).

Also, since we are all supposed to search before posting and there seem to be no evidence of that in the post, can you clarify what analysis have you done yourself so far?
