Automatic creation of inbound delivery for STO

We have created a set-up where STO's are being communicated over an interface to an external warehouse provider.

In order to make this interface work, it is necessary to follow these steps:

ME21N: creation of the STO

VL10B: creation of the outbound delivery

VL31N: creation of the inbound delivery --> idoc to interface

VL02N: Goods issue

From the inbound delivery an idoc is sent to the interface.

When the goods are received at the other side, a message is sent back and this triggers automatic goods receiving on the same inbound delivery.

Since the inbound delivery is only needed for the interface, we would like to have this step automated.

This means that when the outbound delivery is created on the STO, automatically an inbound delivery should be created.

How should we handle this?
