Nope... the Usage is against the process not the user....
If the process is reaching 99% of CPU usage, you either have a very hungry process or a bug.

If I see one at 99% it just means like you say agaiinst the process id which is running
What transaction would show me a true state of affaird regarding the global CPU usage?

Not its allocated resource... of CPU Utilization (User CPU Utilization for All CPUs in the System as said in F1 help), you can see the utilization per core in ST06 CPU overview

ST06 is the main transaction.... You can see the CPU utilization in real time from OS level. (TOP or Task Manager)
