Please rename SAPHistory[user ID].mdb file(to e.g. SAPHistory[user ID].mdb_orig) under
C:\Users\[user ID]\AppData\Roaming\SAP\SAP GUI\History, close all GUI session and SAP Logon,
restart SAPGUI and execute some transaction code and check if the input history function works again.

In SAPGUI options, navigate to local data, history, there check current status/settings as well as directory where to save those. (Or thru regedit HKEY_CURRENT_USER\Software\SAP\SAPGUI Front\SAP Frontend Server\LocalData)
Hint: From 702 on, the log can be deactivated at dynpro or data element level. (No Input History)

as far as i know this information is stored at your local pc. so if this file gets deleted, your last input is gone. if you log on a new pc, there might be no history yet.
as frederic said, you can enable/disable the history under "OPTIONS".
