Why does upgrade ask me to install VCREDIST?

For the upgrade from EHP5 to EHP7, the upgrade says this:

As a prerequisite for the new SAP Kernel, you have to install the Windows

Visual C++ Runtime (VCREDIST package) for the new SAP Kernel on the Windows

remote host of the additional application server instances.

We have 14 application servers so this is a pain.  Is it really necessary or does it say this for all upgrades?  We are not changing the Windows operating system at all.

I ran it on some app servers and not on others.  All app servers are behaving just fine after the upgrade.
